Over the last four years, the IPA International team have been delivering the FCDO-funded Global Infrastructure Programme - helping a number of countries improve their infrastructure project preparation systems through UK guidance and methodologies. Over 1000 officials have been trained in the UK’s Five Case Model and Project Development (Initiation) Routemap tools through the programme. These UK methodologies are now being used in the preparation of major infrastructure projects in Indonesia and Colombia in collaboration with the Inter-American Development Bank and the World Bank. In this session, the IPA International team reflect on the approach of the programme, its key successes and their future plans to work with countries worldwide.

This session will feature Claire Kelvin, Senior Project Manager for HMRC on Brexit Infrastructure. Claire has been a Project Manager in HMRC, DWP, MoJ and MoD, both during her time on the Project Delivery Fast Stream (PDFS) and after completing it. Claire joined the Fast Stream after working as a secondary school languages teacher at a boys’ comprehensive school. If you can teach languages to 33 unwilling and unruly teenagers, how hard can ministers be… or so she thought!

This session will feature Marc Fitchett, Head of Finance for the Homelessness & Rough Sleeping Programme at MHCLG. Marc was a Project Manager for 2 years for this programme, having joined MHCLG after graduating from university with a degree in chemical engineering. Marc is a Vice-Chair of the Civil Service LGBT+ Network and last year led on the Network’s PrideON initiative in 2020 when celebrations across the country were cancelled due to lockdown restrictions.

The challenge and purpose were clear - ensure that everyone who needed a ventilator could have one. In this session, Clare Gibbs and Dan Webster will explain how they built and managed a team, process and supply chain to design, scale and deliver over 15,000 complex medical devices in four and a half months. They will address the challenges they faced, how they went about facing them, the outcome and reflections on what worked well and what elements might be repeatable.

This session will feature Molly Dudley, Project Delivery Capability Manager at the Department for Transport. Molly began her Civil Service Career as a Project Delivery Apprentice at the DfT in 2017, and has worked in a number of roles including Capability and Portfolio Management. Molly successfully completed the Project Delivery Fast Track Apprenticeship in 2020 and continues to support and promote the apprenticeship across government.

Join an outstanding member of our diverse project delivery community as they tell the story of their career journey so far. This session will feature Lorraine Russell, Deputy Head of the Project Delivery Function at the Ministry of Defence and Head of the Project Delivery Centre of Excellence. Lorraine joined the MoD in February 2020 from the Government Security Function in the Cabinet Office, where she was Head of their Portfolio Management Office. Across her 12 years in the civil service, Lorraine has worked on high profile projects such as the Heathrow Expansion Programme, the Modern Slavery Strategy and has led a global science programme on anti-microbial resistance and diseases with epidemic potential. It's safe to say Lorraine’s career to date has been interesting, challenging and varied, with lots of tangible outputs.

Mike Green, Chief Operating Officer of the Department for Education and Director General of the Operations Directorate, will provide an overview of the history of school rebuilding at the Department of Education, including the new School Rebuilding Programme announced in February 2021. The programme is undertaking major rebuilding and refurbishment projects at school and sixth form college buildings across England, prioritised according to their condition. Mike will conclude with his vision for the future of the school estate including modern methods of construction and net zero.

This session will feature Barry Hooper, Chief Commercial Officer in the Ministry of Justice at Government Commercial Function. Barry Hooper joined the Civil Service in November 2015, having held a number of senior posts within the financial services, telecoms and automotive sectors over the past 25 years. In his current role as Chief Commercial Officer for the Ministry of Justice, Barry is responsible for £3.2bn of spend across over 4,500 contracts. His responsibilities include the end-to-end commercial process from commissioning, sourcing, supplier management and third-party risk. Barry is also responsible for the operation of the department’s national distribution centre and fleet engineering service.

This session will feature Clayton Smith, Deputy Director for Change and Delivery in the Chief Digital Information Office (CDIO) within the Cabinet Office. Clayton has over 15 years’ experience delivering complex projects, programmes and initiatives across six government departments, working with multi-disciplined teams through design, development and delivery. He has led and supported large transformation programmes across operational, policy, strategy and digital programmes. Current projects within his CDIO portfolio include Gov.Wifi, Digital Marketplace, Register to Vote, Covid Dashboard, Public Appointments and Gender Recognition Certification Service.
