Welcome session  
Speaker: Cat Little, Head of the Government Finance Function & Director General Public Spending, HM Treasury 
Session synopsis: A chance to welcome in-person and digital attendees to the event, highlight some of the exciting sessions lined up over the two days, and introduce the refreshed GFF Strategy 2022-25.  
 
Keynote 1: The fiscal context and why good finance matters  
Speakers: Gemma Tetlow, Chief Economist of Institute for Government, Tom Scholar, Permanent Secretary for HM Treasury, and Richard Hughes, Chairman at the Office for Budget Responsibility.
Session synopsis: This panel discussion, followed by a Q&A, will focus on why good finance matters even more than ever in the current fiscal environment. It will highlight the critical role finance plays in strengthening public trust and its importance to parliament, particularly in supporting transparency and accountability.  
 
Keynote 2: Our People Our Culture 
Speakers: Charlie Pate, Director General Finance and CFO for MOD, Kim Humberstone, Finance Director for BEIS, and Anna Caffyn, Finance Director for HMT
Session synopsis: This session will focus on the strides made across the GFF in promoting and embedding greater diversity of backgrounds, experience, and perspectives. It will look at the impact of the GFF’s Diversity, Inclusion & Wellbeing strategy and highlight future initiatives and plans that will build on this. We will hear personal experiences from senior finance leaders and learn about some of the changes that they are seeing in their own organisations. 

Supporting Government priorities 
Speakers: Dr Emily Lawson, Head of the No.10 Delivery Unit, Nick Smallwood, Chief Executive of IPA 
Session synopsis: This session is an opportunity to step back and better understand some of the government’s key priorities, looking at how finance and the wider functional agenda is enabling their delivery. It will showcase the progress made against areas such as levelling-up and Net Zero, while highlighting how functions are key to greater cross-government collaboration which will underpin their success.  
  
Telling a story with data 
Speakers: John Burn-Murdoch, Financial Times data journalist, Professor Sir Ian Diamond, Head of Analysis function 
Session synopsis: This session will highlight the need for finance to go beyond being seen as a production centre for financial information, using real life examples to showcase the power of using numbers to tell a story and bringing your audience on the journey with you.

Keynote 4: Customer perspective: What does good finance look like? 
Speakers: Shona Dunn, Second Permanent Secretary of the Department of Health and Social Care, James McEwen, COO for Ministry of Justice 
Session synopsis: It’s easy to assume we all know what good financial management looks like but during this panel discussion, followed by a Q&A, we’ll hear directly from some of our most senior customers about what matters to them. Our panel will call out the great strides made, what their priorities are going forward and bring to life how finance directly supports front line service delivery.  
 
Experimentation and evaluation 
Speakers: Catherine Hutchinson, Head of the Evaluation Task Force (a joint Cabinet Office/HMT unit) and Head of Profession for Government Social Research for Cabinet Office, HMT and No.10., Alex Sutherland, Chief Scientist of the Behavioural Insights Team, Conrad Smewing, Director Public Spending for HM Treasury 
Session synopsis: This panel discussion, followed by a Q&A, will provide an overview of how government is promoting a culture of greater experimentation when it comes to undertaking new and innovative initiatives. The panel will bring this to life with case studies to highlight the benefits and summarise the critical role that evaluation plays in identifying successful pilots and promoting continuous improvement across government.   
 
Leveraging the opportunities of digital transformation​ 
Speakers: Senior Leader from Oracle, Tom Read, Chief Executive of GDS, Paul Willmott, Chair of the Central Digital and Data Office 
Session synopsis: This panel discussion, followed by a Q&A, will focus on the importance of data and process convergence in enabling organisations to take advantage of financial technology such as AI and automation. Experts will cover the opportunities presented by financial technology when it comes to providing services and supporting customers, drawing on examples and case studies from the both the public and private sectors, as well as looking ahead to future trends.
